Thanks for the above pointers.  To be sure I reinstalled all applications and now have the following:

One of my projects seems to be broken and cannot publish iModels correctly.  I used OOTB and the iModel seems to have information assigned to it.

I am still not seeing the Consistency Checker interface in OpenPLANT modeler and it seems that the iModel data is integrated into the active tree as seen below.

I am using the OpenPlant PID 202 bld and the OpenPlant Modeler 278 build.

Any other pointers that I can pursue.
