I am not sure what could be cause of this issue, but still believe it has some relation to user permissions.
Could you please check if user have full control permissions on C:\ProgramData\Bentley\Plant V8i, Main Root and Project Root folders.
Due to specific case of this issue please consider creating service request appsnet.bentley.com/srmanager.
