This helps a lot to understand the connection...I thought the content of the Named Expressions were buried somewhere in the schemas (which I obviously couldn't find). So, looking at this, I don't want to modify the named expression but rather the element template itself, changing "OpenPlant \ Equipment \ ...." so that the symbology is by-level and not an assigned color. BUT, I do not want to edit the delivered OPmodeler.dgnlib but rather edit it in the active DGN file or in a project-specific DGNLIB which be only unique to the project. Any additional thoughts would be helpful...
