Network error shows that somehow OPIM is not able to connect Bentley License Server. You may need to work with IT department if *.bentley.com is blocked or play around with FireWall. Also consider folllowing tool: C:\Program Files (x86)\Bentley\OpenPlantIsometricsManager V8i\OpenPlantIsometricsManager\ActivationWizard.exe
