When you create a pipeline you enter the "Insulation Thickness" under the "Operating Contitions". You have one Pipeline with one PipeRun. This Run inherits the same in its own "Operating Conditions)
You can e.g. split the one pipeline (Pipeline Task>Pipeline Utilities) . On the second Run that you generate you can now define a different thickness for the Insulation
That is standard behaviour.
