I could not find any user specific settings in AutoPlant that could influence insulation representation. Could you try to open Piping model in Plain AutoCAD to check if there is difference in representation?
As well just in case check that C:\Users\USER_NAME\AppData\Roaming\Autodesk\AutoCAD 2012 - English\R18.2\enu\Support\acad.lin files on both user machines are identical.
To my regret, I could not found AutoCAD setting that would influence insulation view and would be user specific. It seems that all layers and scales are drawing based. Possibly, you could try to compare AutoCAd configuration files from both machines to check if there are any difference.
