Hello Alex,
It seems this is a known issue and was reported in D-108933, D-109646
As a workaround, please download projectservices.dll and copy it to :
C:\Program Files (x86)\Common Files\Bentley Shared\Plant V8i
C:\Program Files (x86)\Bentley\Plant V8i\Bin\R18
Just in case please keep as back up copy existing files.
