Is this a clean install ? Or SS4 was installed on system where AP SS3 was? Looks like installation issue from firs glance. Try to re-install AutoPlant using following steps:
Uninstall AutoPlant
Delete these folder:
C:\ProgramData\Bentley\Plant V8i
C:\ProgramData\Bentley\Plant V8i
C:\Program Files (x86)\Common Files\Bentley Shared\Plant V8i
Install AutoPlant
As well please use local administrator to install AutoPlant.
